Cloud Temple Brings Together Thales, Bull, Vates, and the CEA for a Cloud of…

“Developing an IaaS, PaaS, and artificial intelligence services offering that meets the most stringent security standards and legal sovereignty requirements.”

It is for this project that Cloud Temple was selected under the call for proposals “Strengthening the cloud services offering.” The company is leading a consortium that brings together Thales, Bull, Vates, and the CEA. The call is operated by Bpifrance on behalf of the State.

Launched in March 2024, this call for proposals extends France’s cloud strategy under France 2030. It aims to strengthen the French and European cloud services offering in support of digital sovereignty and AI. Its scope covers the development of IaaS and PaaS offerings, trusted cloud, and cloud services for AI.

The call text envisions collaborative projects bringing together up to six partners, with a lead provider of IaaS/PaaS, and encourages collaborations with research organizations.

€47 million including €20 million in public support

According to Cloud Temple, the program will mobilize €47 million by the end of 2028. France 2030’s public support amounts to €20 million, with the remainder provided by the industrial partners. The objective is to scale existing capabilities that Cloud Temple declares as SecNumCloud by ANSSI, certified to the HDS standard, and compliant with the German C5 framework.

The consortium presents itself as unique among the supported projects. It begins from the observation that no European player alone controls the entire chain of a trusted cloud. Cloud Temple, which says it already operates production platforms for health, finance, industry, and the public sector, is charged with piloting the entire ecosystem.

The partners divide the roles as follows:

  • Thales: cybersecurity, critical environments, and its S3NS offering;
  • Bull: integration of hardware and software infrastructures for AI, with its BullSequana AI platform;
  • CEA: scientific support for next-generation architectures;
  • Vates: an open-source virtualization foundation, presented as a guarantee of interoperability and reversibility, at a time when the market’s virtualization reshaping pushes European firms to seek alternatives.

The consortium highlights the extraterritorial reach of laws and frameworks such as NIS 2, DORA, and the AI Act. It argues that senior management seeks legal guarantees for their digital and AI processes. Rather than competing on sheer power, the project targets regulated and critical use cases where compliance and legal control are decisive.
